这里的such和that基本上无关
是in that
Such a stamp may be made
in that
parts of the stamping surface are chemically modified
其实这个句子很奇怪，因为翻译过来跟such that的结果相近
可以翻译成：
这种stamp可以制造成用化学方法来修改stamping表面的一些部分。
可以以用化学方法来修改stamping表面的一些部分的方式来制造该stamp。
这种stamp可以制造成使得通过化学方法来修改stamping表面的一些部分。

无论上面哪种 ，都与The stamp may be made such that parts of the stamping surface are chemically modified非常相似
从语法角度来说，两个句子不一样，但从实质内容来看，两个句子几乎可以完全等同

原句中 in that是来描述、说明make，即make的方式或结果是怎样的
例如，A is different from B in that ……
A与B的不同之处在于……
而in that虽然由“因为”的意思，但是在这不适合

在不知道上下文情况下，就这个句子而言，可以翻译成：
